Wapato School District and Wapato Pupil Personnel Association 2022 Bargaining Summary

The Wapato School District (WSD) and Wapato Pupil Personnel Association (WPPA) bargaining teams came together to begin the process of negotiating a full collective bargaining agreement (CBA). The CBA being negotiated will replace the current CBA which expires on August 31, 2022.
This initial session resulted in the teams reaching 15 tentative agreements (TA).  In no way do the TA's reached in this session change the intent of the CBA.  They are meant to make language used in the CBA more understandable.
The teams agreed to meet for the next session on April 19, 2022.  

5-13-19--WPPA Membership and Wapato School Board Ratify Tentative Agreement

The tentative agreement (TA) on a new collective bargaining agreement (CBA) between the Wapato School District (WSD) and the Wapato Pupil Personnel Association (WPPA) has been formally adopted by both parties.  The WPPA membership voted on May 7, 2019 in favor of the TA that the WSD and WPPA bargaining teams had reached on April 23, 2019.  The Wapato School Board of Directors voted to adopt the agreement during its regular business meeting on May 13, 2019.

The four year agreement retroactive to September 1, 2018 will expire on August 31, 2022.  The agreement consists of a 10% increase to the 2018-2019 salary schedule, a 3.75% increase to the 2019-2020 salary schedule, and any increase in the salary schedule for the third (2020-2021) and fourth (2021-2022) years will be driven by the State’s Implicit Price Deflator (IPD). The IPD is essentially Washington State’s calculation of the inflation rate.  Some might think or refer to it as a cost of living adjustment.  The new CBA also adds, deletes and/or modifies language in several sections of the agreement.  The WSD bargaining team would like to thank the WPPA bargaining team for its commitment to the process of negotiating in good faith in order to reach a fair and equitable agreement.

 

4-23-19--Tentative Agreement Reached on New Collective Bargaining Agreement

The Wapato School District (WSD) and Wapato Pupil Personnel Association (WPPA) bargaining teams met on April 23, 2019 in their latest round of negotiations in an attempt to reach an agreement on a full open contract.  The bargaining session resulted in a tentative agreement (TA) on a four (4) year collective bargaining agreement (CBA).  The years included in the TA are 2018-2019, 2019-2020, 2020-2021 and 2021-2022.  The tentative agreement also includes a new salary schedule for WPPA members which, if/when the tentative agreement is ratified by a vote of the PSE membership and by the Wapato School Board of Directors, the members will receive retro compensation for the 2018-2019 year starting from September 1, 2018

The tentative agreement outlined above will not be made formal until ratified by both the District’s PSE membership and the Wapato School Board of Directors.  However, the WSD bargaining team and District leadership would like to thank the WPPA bargaining team for its hard work and commitment to the process of reaching an agreement that is fair and equitable for all involved.

 

10-10-18

The Wapato School District (WSD) and Wapato Pupil Personnel Association (WPPA) bargaining teams met on October 10, 2018 for a second consecutive day of negotiations.  The teams are working to reach an agreement on a full open contact.  This session resulted in a couple of more tentative agreements (TA).  They include additional language in Article 5, Section 8a which speaks to Annual Leave and Article 6, Section 6 which deals with Insurance Benefits.  The WSD team also submitted a salary schedule proposal that was counter to the salary schedule proposal the WPPA team submitted during the October 9th session.   The WSD salary proposal reflected an increase from its previous salary schedule proposal.  The two teams agreed to meet again on November 7, 2018. 

 

10-9-18

The Wapato School District (WSD) and the Wapato Pupil Personnel Association (WPPA) bargaining teams met on October 9, 2018 and continue the work of negotiating a full open contract.  The teams were scheduled to meet in late August but that session was postponed due to the WSD and the Wapato Education Association being involved in mediation at the time.  During the October 9th session the bargaining teams reached tentative agreements (TA) on Article 3, Section 4c which speaks to Personnel Files, Article 5, Section 3 which deals with Sick Leave Sharing, Article 5, Section 6 which covers Parental Leave and Article 8, Section 1c which speaks to Terms of the Agreement.  During the session the WPPA team also submitted a salary schedule proposal which was a counter proposal to the salary schedule proposal the WSD submitted during the July 10, 2018 session.   The WPPA’s salary schedule proposal reflected a decrease from the proposal the previous proposal submitted by the WPPA team.  The two teams are scheduled to meet again tomorrow, October 10, 2018. 

 

7-19-18:

The bargaining session that took place between the Wapato School District (WSD) team and the Wapato Pupil Personnel Association (WPPA) team on July 19, 2018 resulted in more progress as the District and Association continue to bargain in good faith.  The teams were able to reach tentative agreements (TA) regarding Article III, Section 8A which deals with Seniority and Probation Procedures; Article V, Section 8A which speaks to Annual Leave and Article VI, Section 1C dealing with Hours of Work.  The two teams also reached a TA in Appendix B which has to do with Grievance Review Request Forms.  The WSD also provided the WPPA team with a presentation regarding general revenue/expenditure budget information for the WSD.   The WSD and WPPA teams will resume negotiations in August.

 

7-10-18:

The bargaining teams for the Wapato School District (WSD) and Wapato Pupil Personnel Association (WPPA) met July 10, 2018 and reached tentative agreements (TA) regarding a couple of sections of the collective bargaining agreement (CBA) being negotiated.  The teams reached TA’s regarding Article III, Section 6B-1 which speaks to Voluntary Transfers and Article V, Section 8D which deals with Annual Leave.  The WSD team also provided the WPPA team with a salary schedule proposal which was a counter proposal to the salary schedule proposal the WPPA team provided the WSD team during their initial meeting on June 6, 2018. 

 

6-6-18:

The District and WPPA are currently negotiating a full contract. During an initial meeting on June 6, 2018 the District brought forward eight (8) collective bargaining agreement language proposal changes.  These proposed changes are regarding the following Articles contained in the agreement:  Article III, V, and VIII.

The WPPA brought forward twenty-two (22) collective bargaining agreement language proposal changes.  These proposed changes are regarding the following Articles contained in the agreement: Article I, II, III, V, VI, VIII, and Appendix B.

Two days have been set aside in July and one day in August to continue the bargaining process.
